Christchurch to Picton route - 20th Feb 2017

We are looking to drive from Christchurch to Picton on 20th / 21st Feb 2017, stopping in Kaikoura at least overnight.I have seen that part of the route using the routes 7 and 70 will be open by then to get to Kaikoura.Is there any indication of when the route 1 will be open from Kaikoura to Picton, and whether tourist travel woud be appropriate at that time?
